The Bluebell Hill Reserve is owned and managed by the City of Whitehorse, whose staff mow and undertake major developments and major maintenance activities within the Park.

A Whitehorse City Council-appointed committee – the Bluebell Hill Parks Advisory Committee – undertakes regular maintenance of the park and assists the Council in maintaining the park in the best condition possible.

Members of the Bluebell Hill Parks Committee are each appointed by the Whitehorse City Council for a three-year term.
